Information for Children and Young People when Entering Care

1. Role of the Participation and Rights Team

  1. All children and young people on entering care should be visited by a member of the Participation and Rights Team as soon as practicable after their first placement and provided with information explaining:
    • Exactly what being looked after means;
    • Exactly what their rights are, including their rights to access the advocacy service and the complaints procedure;
    • The role and responsibilities of their social worker;
    • The role and responsibilities of the Children's Independent and Safeguarding Reviewing Officer (CISRO).
  2. For children aged 8 and over, the member of the Participation and Rights Team visiting the child will also provide a "fact file" containing relevant information. For younger children the social worker must take the time to provide such information verbally;

    It is the social worker's responsibility to provide the Participation and Rights Team with information relevant to each particular child or young person so that the relevant leaflets can be given. It is also the social worker's ongoing responsibility to discuss with the child the information provided and ensure that clarification is provided where necessary.

2. Procedure for Providing Information

  1. Decide as to what are the information requirements of the child or young person;
  2. Make up information pack in line with information about the Participation and Rights Team (see Rights4Me website) and the Children’s Commissioner;
  3. Give information pack to child/young person;
  4. Make a record of information given in the child's file;
  5. At the first review after entry into care the Children's Independent and Safeguarding Reviewing Officer must check that the child understands the contents of the pack issued and a record is made in the child or young person's file that this has happened.
