Obtaining Transport Services

  1. Planned transport services as part of care packages and occasional hire of vehicles with driver and Passenger Assistant (if required) must be obtained via Passenger Services;
  2. Competence of the driver and Passenger Assistants (if required) remains the responsibility of Passenger Services; they also have responsibility to ensure that the driver has been assessed in accordance with Council policy.
  1. Passenger Services will organise and book all taxis required for LAC home to school transport for Children’s Social Care. Social workers or support staff do not need to source and organise taxis for home to school transport journeys. Social workers should consider this in the early development of the Care Plan;
  2. The child’s social worker must complete the Looked After Children Transport Request Form - Home to School Transport and email it, with the appropriate authorisation, to Passenger Services at transport.requests@eastriding.gov.uk within 24 hours of knowing taxis are required;
  3. If a taxis required, within 24 hours, for LAC home to school transport only, then the social worker should ring Passenger Services (01482 395444), giving as much notice and information as possible to enable them to arrange the contract; and then also complete the Looked After Children Transport Request Form as above;
  4. If a taxi is needed within 24 hours and Passenger Services are unable to sort it for the next day then the social worker/ team manager will need to make one of the following decisions:
    1. Foster carer takes child/young person to school;
    2. Social worker takes child/young person to school;
    3. Child/young person does not attend school that day.
  5. Passenger Services need to follow ERYC Financial Regulations and seek up to three quotes for taxi firms depending on the potential cost of the contract;
  6. Passenger Services will arrange the contract as per the details provided and sort out all the financial arrangements, that is raising of orders, payment of any invoices or contracts.
  1. Quotations for these services must be obtained from Passenger Services (01482 395444);
  2. The Looked After Children Transport Request Form - Home to School Transport’ must be completed, including risk assessment, and sent to Passenger Services by email - transport.requests@eastriding.gov.uk;
  3. On receipt of the form Passenger Services will organise the provision of the transport in consultation with the Passenger Services manager.
  1. Vehicles must be sourced using the Council Contracts which are published on the Intranet;
  2. An Official Order, including cost code and detail code, should be placed with the hire organisation by Passenger Services manager;
  3. Advice may be obtained from Passenger Services;
  4. The Passenger Services manager is responsible for ensuring that all necessary insurances are in place to provide cover for Council employees and any clients travelling on these services.
