Supported Lodgings Panel: Terms of Reference

  1. The East Riding of Yorkshire Council's Pathway Team runs a Supported Lodgings Scheme for young people who are, or have been, looked after by the Local Authority. Separate procedures/written guidelines are available detailing the aims, structure and administration of the scheme (see Provision of Staying Put Arrangements and Supported Lodgings Procedure);
  2. The scheme is overseen by a Supported Lodgings Panel;
  3. The role of the Panel is to consider applications to become providers - from new applicants, and from foster carers wishing to convert their status when a young person reaches 18 (known as ‘Staying Put’ placements). The Panel will also monitor and review placements and providers and where necessary consider de-registrations. The Panel will also consider ongoing support and training needs;
  4. The Panel has oversight of the supported lodgings scheme. An annual review of the scheme will be undertaken by the scheme co-ordinator and presented to the Panel for consideration by the end of each financial year;
  5. The Panel will meet every other month. Wherever possible this will take place at the Pathway Team Office;
  6. The panel meetings will be chaired by a Children’s Services Area Manager. Membership of the panel will include representative from:
    • Fostering service;
    • Adult Services;
    • Health Services;
    • Pathway Team Manager;
    • Children’s Social Care;
    • Youth Services;
    • Housing.
    The Pathway team Advanced Social Work Practitioner will attend Panel meetings as co-ordinator of the scheme;
  1. Additional members of the Panel may be co-opted from time to time - as discussed and agreed at meetings;
  2. Meetings of the Panel will require four members to be present, two of whom should be representatives from service areas other than the Pathway team, in order to be quorate;
  3. When considering applications to become providers, wherever possible the applicants will be invited to attend the meeting alongside the worker undertaking the assessment;
  4. Membership and chairing arrangements will be reviewed annually;
  5. It will be the role of the Panel to consider comments, compliments and complaints regarding the Supported Lodgings Service.
